Microsoft is fine-tuning its Windows Phone Marketplace, suggesting the company is working to build up a successful mobile app store to better compete against other platforms. Wireless carriers turning to tiered data plans may soon see less traffic than expected on their networks if consumers keep using the numerous free communications apps available to them.
